2-TP4056 Module:
This reference module is a very good circuit to charge any single Li-on battery and this circuit is used in most power bank industries. This circuit has two LEDs, the blue LED burns when the charging is complete and the red LED burns in the charging operation.

According to the connection diagram you have to design the circuit which is very simple. Now to mount these two modules in a box properly, you can use glue to mount so that the module sticks well and does not shorten. If you want, you can also use a switch between the module, the battery and the converter, so that when you charge the power bank, turn the charger switch ON and when the mobile charge, switch to another. The usb of TP4056 Module has to be connected to the charging unit (charger adopter) and the mobile to the usb of 5 volt converter.
